The University of Padua (UniPD) is one of the few Italian universities whose 2027/28 international application is already open: Call 1 for programs with unlimited places runs until 15 November 2026. Non-EU students pay a flat fee of €2,790–2,990 a year, or about €930–997 if they are citizens of a particularly poor country.
Padua is not the cheapest university in Italy for every nationality, but its large English-taught catalogue, clear flat fees and 100 full fee waivers make it strong value. Here is everything you need to apply.
Why Padua is good value
- Fixed, published fees: non-EU students with a household outside Italy pay a flat fee that is not recalculated each year.
- Reduced fee for particularly poor countries, about one third of the standard flat fee.
- Early, official 2027/28 calendar with two rounds for unlimited-places programs.
- Large English offer: 12 bachelor's, 65 master's (including two single-cycle Medicine programs) and 14 PhD programs.
- Flexible English deadline: you can submit your application before you have your certificate and upload it by 31 July 2027.
University of Padua tuition fees for non-EU students
These flat fees apply to non-EU citizens whose household is not resident in Italy. They have been in place since 2023/24 and are confirmed for 2026/27.
| Program group | Standard flat fee | Particularly poor countries |
|---|---|---|
| Group A: Humanities | €2,790 per year | €930 per year |
| Group B: Sciences and Primary Teacher Education | €2,990 per year | €996.66 per year |
First-year students pay a first instalment of €208 (€192 regional tax plus €16 stamp duty). Students found eligible for the regional scholarship pay only €16 for the first instalment. Countries on Italy's particularly poor list include, for example, Afghanistan, Bangladesh and Nepal; check the current list before budgeting.

Apply in Call 1
After pre-evaluation, non-EU applicants must pre-enrol on Universitaly and then apply for a visa. The national visa deadline for 2027/28 is 31 October 2027, but appointments fill up, so the earlier call gives you more time. Note: Padua's page shows a typo for Call 2 ('1 December 2027'); the intended date is 1 December 2026.
Scholarships and fee waivers
- 100 full tuition fee waivers for students enrolling in programs taught entirely in English.

Living in Padua
Padua is a historic student city in the Veneto region, close to Venice. For the visa you must prove at least €10,179.85 per year (2026/27 and 2027/28) in traceable funds and real accommodation, plus health cover for your residence permit. Our cost of studying in Italy guide helps you build a realistic budget.
Benefits
- 2027/28 calls already open
- Clear flat fees and a big reduction for particularly poor countries
- 100 full fee waivers for English-taught programs
- Can apply before your English certificate is ready
Difficulties
- Standard flat fee (€2,790–2,990) is higher than at Pavia or Sapienza
- Pakistan, India and Nigeria are not on the particularly poor list
- Scholarship amounts are not all published in one place
- English-taught Medicine requires the IMAT and has limited places
Is Padua right for you?
Padua is a strong fit if you are a citizen of a particularly poor country (where the fee drops to about €930–997), if you want an English-taught program in agriculture, food science, psychology or economics, or if you want an early decision for 2027/28. If you are from a country outside that list, such as Pakistan or India, compare the standard flat fee of €2,790–2,990 with the University of Pavia, where Bracket 1 citizens pay €390, before you decide.
