Memorial University of Newfoundland and Labrador charges new international undergraduates CAD 22,500 per year (two semesters, 10 courses, St. John's campus, from fall 2026). Few Canadian research universities come close. Its graduate fees are even lower: the whole of a 2-year master's costs international students CAD 9,666 in tuition.
This guide covers what you will pay, which English-taught programs you can choose, the 2027/28 deadlines, the entry requirements (including for applicants from Afghanistan) and how to apply step by step.
Why Memorial is good value
Canadian tuition for international students is high almost everywhere. Statistics Canada puts the 2026/27 average international undergraduate tuition at CAD 42,062. Newfoundland and Labrador has the lowest provincial average for undergraduates (CAD 18,911) and for graduate students (CAD 6,996). Memorial is the province's university, so you pay roughly half the national average while studying at a full research university.
- Full research university: campuses in St. John's, Grenfell (Corner Brook), the Marine Institute and Labrador, with bachelor's, master's and PhD programs.
- Co-op degrees: Engineering is a 5-year co-operative degree, and Commerce and Human Kinetics and Recreation also have co-op options.
- Three intakes: fall (September), winter (January) and spring (May) for undergraduates.
- English pathway: the Intensive English Program at Grenfell allows early acceptance if you are below the English requirement.

Admission requirements
Bachelor's
- High school graduation with English, Mathematics, a laboratory science, Social Studies or a language, and an elective. Minimum averages depend on your country.
- English: IELTS Academic 6.5 (reading and writing at least 6), TOEFL iBT 83 on the old scale or 4.5 on the new scale, Duolingo 115, PTE 60 or CAEL 60. Engineering asks for more.
- Unofficial transcripts are enough to apply. Certified translations of your official final certificate are then sent by post.
Master's and PhD
You need a bachelor's degree (for a PhD, usually a master's), a resume, two letters of appraisal, a statement of interest and an English score: IELTS 6.5 or TOEFL 80, with IELTS 7 or TOEFL 92 for some programs. Research programs may want you to find a supervisor before you apply. Some programs ask for the GMAT or GRE.
Applying from Afghanistan
Memorial asks for the Grade 12 Graduation Certificate (Baccalauria) with at least 80% in the required subjects, plus an English test. It says it will consider applicants who struggle to get official documents from Afghanistan: write to [email protected]. Canada has no visa application centre in Afghanistan. Biometrics are usually given in Pakistan, and IRCC's Abu Dhabi office handles Afghan files. See our documents and legalization guide.
Scholarships
Memorial offers a limited number of international entrance scholarships for high school graduates, including the Memorial University of Newfoundland International Entrance Scholarship. You are considered automatically, with no separate application, but you must apply for fall admission by 1 March. These awards are non-renewable and cover only the first year. Graduate students in research programs can receive funding packages. More options are in our Canada scholarships guide.
