On this page
Paris 1 Panthéon-Sorbonne charges most new non-EU students the national differentiated fees, but for 2026/27 it exempts nationals of the 44 countries on the UN list of Least Developed Countries, and Afghanistan is on that list. If you qualify, you pay the same as an EU student: €178 a year for a licence or €255 for a master's.
That makes Paris 1 one of the strongest value options in Paris for students from eligible countries, especially in economics, finance, law and applied maths, where it runs about 20 English-taught programs.
Why Paris 1 is good value
- Generous exemption list: beyond the national exemptions, Paris 1 voted its own (council resolutions of 1 December 2025 and 19 February 2026), including LDC nationals, asylum seekers, stateless people and people under temporary protection.
- Economics and finance in English: the Sorbonne School of Economics runs several English-taught master's, plus an Erasmus Mundus program.
- A rare English-taught bachelor's: the Licence Economics International Track is taught fully in English, with 250 first-year places.
- Central Paris: close to institutions, firms and research centres.
Tuition and fees for non-EU students (2026/27)
| Situation | Licence | Master |
|---|---|---|
| Not exempt (differentiated fees) | €2,902 | €3,950 |
| Exempt (e.g. LDC national, refugee, asylum seeker) | €178 | €255 |
| Doctorate | €398 | Not subject to differentiated fees |
Other exempt groups for 2026/27 include refugees and subsidiary-protection holders, asylum seekers registered with OFPRA, stateless people, temporary-protection holders, exchange students, French government scholarship holders, apprentices, doctoral students and students enrolled at Paris 1 in 2025/26 who continue in the same cycle. The CVEC (€105) is extra.
Only 2026/27 is decided
The differentiated fees page applies the two council resolutions to 2026/27 and says nothing about 2027/28. National waiver rules changed with Decree 2026-385 of 19 May 2026, so the LDC exemption could change. Check again before you enrol.

Applying from Afghanistan
A strong option for Afghan students
Afghan nationals are exempt from differentiated fees at Paris 1 in 2026/27. Paris 1 says residents of non-Campus-France countries apply directly (DAP white file for L1, Mon Master for M1, eCandidat for M2). The French government's 2027 call says people living in Afghanistan apply through Campus France in India, Iran or Pakistan and Études en France, and only those embassies issue their student visas. Confirm your route, and plan for full legalization of Afghan documents; see our documents guide.
