The Public University of Navarre (UPNA) in Pamplona is one of the cheapest options in Spain for an English-taught master's. Its official price page lists €28.35 per ECTS for most masters, which is about €1,701 for a 60-ECTS program, and it shows no separate rate for non-EU students.

It is a small university, but its English programs are practical: machine learning, wind energy and international business. There is even a regional grant that fully funds some places.

Admission requirements

  • Degree: a foreign degree equivalent to a Spanish bachelor's that gives access to master's studies in your country. No homologation is needed for non-regulated masters.
  • Average grade: you are ranked by average grade. The ministry's average-grade equivalence is recommended; without it your record is scored 5 out of 10.
  • English: B2, with a CRUE-recognised certificate or UPNA's language-centre test.
  • Documents: passport, degree certificate, transcript (official translation if not in Spanish), language certificate and program-specific documents such as a CV.
  • Choices: up to 2 masters per pre-registration, in order of preference.

For International Business, extra points go to additional foreign languages at B2 and a prior master's in business or international relations. The ministry's grade equivalence tool is free; see our admission requirements guide.

Deadlines: 2026/27 dates as a guide

These are UPNA's official 2026/27 periods; the 2027/28 calendar was not yet published when we checked.

1st period16 Mar – 17 Apr 2026Recommended for non-EU applicants; final list 22 May
2nd period (vacancies only)3–19 Jun 2026Visa holders must upload a copy of their study visa
Extraordinary period (vacancies only)7–14 Aug 2026Study visa copy required; final list 27 Aug

Do not miss the first period

In the 2nd and extraordinary periods, applicants who need a visa must already have one. In practice, non-EU students should apply between mid-March and mid-April.

Scholarships

The standout option is NAEX Talento, which for 2026/27 fully funded 12 of 30 places in the Master in International Business (applications until 13 April 2026). Read the official call for eligibility before you apply. Erasmus Mundus SUSTAGRI applies through its coordinator. See also scholarships in Spain.

Your budget and the visa funds rule

UPNA's tuition is low, but the visa looks at your living money. You must show funds of 100% of the IPREM (Spain's public income indicator) for each month of your stay, plus 75% for a first family member and 50% for each additional one. Prepaid housing reduces the amount, and money spent on tuition does not count.

  • Tuition: €1,701 for a 60-ECTS master at 2025/26 prices.
  • Admin fees: €41.15 management fee, €31.25 file opening, plus insurance.
  • Visa funds: 100% of IPREM per month; check the current IPREM value.
  • Health insurance: public or private, from an insurer authorised in Spain, for the whole stay.

With a higher-education study authorisation you can work up to 30 hours a week when it is compatible with your studies. After a master's you can apply for a 24-month residence to look for work or start a business; read work and stay in Spain after graduation.

Who should choose UPNA

UPNA suits you if you want a one-year applied master in machine learning, wind energy or international business at a very low price, and you can apply in March or April. If you want a big city or a wider choice of English programs, compare UPC BarcelonaTech or UPM in Madrid.

Honest pros and cons

Benefits

  • Low tuition and no stated non-EU surcharge
  • Fully funded places in International Business
  • Practical English masters in AI and wind energy
  • Simple online pre-registration with no fee stated

Difficulties

  • Small English-taught offer and no English bachelor's
  • Only one realistic application period for visa applicants
  • Without the grade equivalence your record counts as 5/10
  • Pamplona is a much smaller city than Madrid or Barcelona, and daily life runs in Spanish

Applying from Afghanistan

Afghan applicants

Afghan diplomas need diplomatic legalization (Afghanistan is not in the Apostille Convention), and the Spanish Embassy in Kabul is closed. Visa applications go to Islamabad or Tehran, and you must prove legal residence there. Because UPNA's useful period closes in April, start documents in the autumn before. See our documents guide.
